The request for correspondence has been granted, except documents were withheld or redacted that met the following FOIA exemptions:

(1) document(s) which contain e-mail or memorandum correspondence between attorney and client is privileged communication, thus redacted or withheld under Section 7(1)(m) of the Illinois FOIA law.

(2) Preliminary drafts, notes, recommendations, memoranda and other records in which opinions are expressed, or policies or actions are formulated are withheld under Section 7(f) of the Illinois FOIA law.

 

(3) Records relating to a public body's adjudication of employee grievances or disciplinary cases are redacted or withheld under Section 7(1)(n) of the Illinois FOIA Law

(4) Records, the release of which, is prohibited by the Illinois Personnel Records Review Act, 820  ILCS 40/ are withheld or redacted

Finally, the Illinois FOIA statute does not require the City to maintain a "privilege log," nor does it require the City to create one in response to a FOIA request.  The City is not in possession of such a document; therefore, there are no responsive documents to this portion of your request.

You have the right to file a request for review of the response by contacting the Public Access Counselor of the Illinois Attorney General at 500 South 2nd Street, Springfield, Illinois 62706, or by telephone at (217) 558-0486. In addition, you have the right to seek judicial review of this denial.
