Dear Evanston FOIA Officer,

I’m writing in order to file a public records request in accordance with the Illinois Freedom of Information Act and City of Evanston FOIA Policy, effective January 1, 2010. The act states that “pursuant to the fundamental philosophy of the American constitutional form of government, it is declared to be the public policy of the State of Illinois that all persons are entitled to full and complete information regarding the affairs of government and the official acts and policies of those who represent them as public officials and public employees consistent with the terms of this Act.” (§ 5 ILCS 140/1)

As such, I am requesting access to the following public records:

  • All relevant data concerning staff and city officials furloughed, laid off or fired between March 13, 2020 and the present, May 15, 2020, including their position, race if available, the reason for their being furloughed/laid off/fired if available, and their city salary from the most recent 990 or public information record available. I am also requesting the total number of people who have been furloughed, laid off or fired due to COVID-19 or related reasons. I am not requesting any other identifying information that would make my request be exempt from being released. 

By law, the City of Evanston must respond to this request within five working days. Please notify me within five working days if an extension is required, preferably by email (Evanston FOIA § 1-C-3). Please deliver this information electronically as to avoid unnecessary reproduction costs (Evanston FOIA § 1-C-5). As this request does not include personally-identifying information and is therefore not an invasion of personal privacy, it is not exempt from release (§ 5 ILCS 140/7). This request is not for commercial purposes (Evanston FOIA § 1-C-4).

We released all of the requested documents pursuant to your FOIA Request.

Approximately 120 employees from Parks, Recreation & Community Services (PRCS) were temporarily laid off due to City buildings being closed as a result of the Covid-19 pandemic.  They will be brought back when buildings reopen and programs/classes resume.  Approximately 10 PRCS employees have not been laid off but their hours have been reduced due to Covid-19.  Approximately 30 PRCS employees who were scheduled to return for the season have not been able to return to work due to building closures.  The above-mentioned employees include instructors, program assistants, aides, and other similar positions which support PRCS programming and classes.
