Request #20-410

I’m writing in order to file a public records request in accordance with the Illinois Freedom of Information Act and City of Evanston FOIA Policy, effective January 1, 2010. The act states that “pursuant to the fundamental philosophy of the American constitutional form of government, it is declared to be the public policy of the State of Illinois that all persons are entitled to full and complete information regarding the affairs of government and the official acts and policies of those who represent them as public officials and public employees consistent with the terms of this Act.” (§ 5 ILCS 140/1)

As such, I am requesting access to the following public records:

  • All communications (email, text, or chat) the city of Evanston has had with employees at Evanston nursing homes with any of the following insensitive keywords: "coronavirus" "COVID" "COVID19" "COVID-19" "PPE" "personal protective equipment" from March 10, 2020 to present. Any format showing all participants and preserving the body, attachments and images is sufficient. For solely this request, Evanston nursing homes are limited to: Albany Care; Alden Estate of Evanston; The Grove of Evanston L & R; Evanston Symphony; Evanston Three Crowns Park; Evanston Westminster Place.
  • All relevant data concerning the city's distribution of  personal protective equipment to nursing homes, between March 1, 2020 and the present, including how much PPE each nursing has received, the type of PPE distributed, and when the PPE was distributed. The data should clearly state the name of nursing home that was the recipient of any PPE distribution.

By law, the City of Evanston must respond to this request within five working days. Please notify me within five working days if an extension is required, preferably by email (Evanston FOIA § 1-C-3). Please deliver this information electronically as to avoid unnecessary reproduction costs (Evanston FOIA § 1-C-5). As this request does not include personally-identifying information and is therefore not an invasion of personal privacy, it is not exempt from release (§ 5 ILCS 140/7). This request is not for commercial purposes (Evanston FOIA § 1-C-4).
